Andrés Chambouleyron

Managing Director

Andrés Chambouleyron is managing director at Berkeley Research Group.

He has 27 years of experience as an economist, valuation expert, consultant for public utilities (electricity, natural gas, water and sanitation, and telecommunications) and other regulated and non-regulated businesses. His work involves economic analysis, pricing and rate setting, valuation, business advisory, regulatory design and analysis, and damage assessment.

Dr. Chambouleyron has been involved in more than twenty-five arbitration cases both as case manager and expert witness assessing damages under the rules of ICDR, ICSID, ICC, VIAC and UNCITRAL in Latin America, Europe, the U.S and Canada. He has worked and provided written or oral testimony in sectors ranging from electricity generation, transmission and distribution, natural gas and oil production, transportation and distribution, water and sanitation services, telecommunications and satellite services, manufacturing, chemicals, and financial services. He has provided consulting services to both private companies and regulatory authorities throughout Latin America in Argentina, Uruguay, Peru, Chile, Colombia, Ecuador, El Salvador, Dominican Republic, Mexico and Panama

In the public sector Dr. Chambouleyron has been Undersecretary of Tariff Policy at Argentina’s Ministry of Energy and Mining. He has also been chairman of the board of Argentina’s National Electricity Regulator (ENRE), which regulates rates and quality of service for two electricity distribution companies in the Buenos Aires metropolitan area (six million users), one 500 KV electricity transmission company, and seven 132 KV regional transmission companies (fifteen million users). Dr. Chambouleyron has also been economic advisor to Argentina’s Secretary of Communications (2000 – 2001) and advisor to Argentina’s Minister of Economy 2001.

Dr. Chambouleyron’s research on pricing and regulatory issues has been published in several professional journals and books. He has taught courses in microeconomics, industrial organization, and regulation at both undergraduate and graduate levels in local universities.

Dr. Chambouleyron has been ranked International Arbitration and Energy Global Expert 2022 and 2023, and 2023 Energy Thought Leader, USA by Who´s Who Legal.
