Dr Aleksandra Boutin is a competition economics expert with twenty years of experience in competition policy, acquired while working as an economic consultant, academic and enforcer. She is recognised as a Global Thought Leader in competition economics by Who’s Who Legal.
Dr Boutin advises clients on a wide range of competition issues in relation to merger and antitrust proceedings before the European Commission (EC), national competition authorities, and courts. She is also involved in litigation proceedings in various jurisdictions. Her expertise covers mergers in a wide range of sectors, exclusionary and exploitative abuses, vertical and horizontal agreements, cartel cases, information exchanges, damage calculation and state aid. She has been very active in the digital sector.
Prior to joining BRG, Dr Boutin was a founding partner at an economic consultancy Positive Competition and an expert at another global economic consulting firm. Before that, she was a Policy Case Scrutiny Officer at the Directorate-General for Competition (DG Comp) of the EC.
During her time at the EC, Dr Boutin was in charge of overseeing the development of high-profile cases and their consistency with DG Comp’s policy. She also took part in numerous peer-review panels, providing the EC with independent advice. On the policy side, Dr Boutin was the lead author of the EC’s Guidelines on Horizontal Cooperation Agreements and Block Exemption Regulations, including the new chapter on information exchanges. Furth, Dr Boutin participated in preparing the communication of the EC on quantifying harm in antitrust damage actions.
The economic mechanism for screening patent pools, developed by Dr Boutin and published in the American Economic Journal of Microeconomics, was adopted in the EC’s Intellectual Property Guidelines.
