Misha Segal has twenty years of healthcare policy, finance, and data analytics experience in the government, at research institutions, and in the finance industry.
Since joining BRG in late 2016, he has led over one hundred projects on issues including capitated payment design, Medicare Advantage and Part D policy, Medicare physician services and post-acute care, behavioral health, and adolescent health issues. Representative clients have included financial institutions, provider groups and health systems, and advocacy groups.
Before joining BRG, Mr. Segal spent seven years at the Centers for Medicare and Medicaid Services (CMS), where he served as director of the Policy and Data Analytics Group. While at CMS, he supported a broad range of initiatives, including alternative payment models, reimbursement issues, episodes of care, and geographic variation for the traditional Medicare program; Medicare Advantage and Medicare Part D policy, risk adjustment, and spending issues; data and financial issues for the public exchanges; and general support to senior leadership on areas where the capital markets and CMS policies intersected. Prior to CMS, Mr. Segal spent several years as a healthcare policy analyst at the Urban Institute, and also worked in finance for Bank of America and a boutique private equity firm.
