Dr. David S. Sibley is an internationally recognized economics expert in the fields of Antitrust and Industrial Organization, having published extensively and having testified in state and federal court, arbitrations, and various regulatory commissions.
Professor Sibley is the John Michael Stuart Centennial Professor of Economics at the University of Texas at Austin. In addition to his current teaching responsibilities, he has taught graduate-level courses in economics at the University of Pennsylvania and Princeton University. Prior to joining the University of Texas, he was Head of the Economics Research Group at Bell Communications Research, and served as a Member of the Technical Staff in economics at AT&T Bell Laboratories.
In October 2004, Professor Sibley completed an eighteen-month term as Deputy Assistant Attorney General for Economic Analysis in the Antitrust Division of the U.S. Department of Justice, the highest-ranking economics position in the Antitrust Division. In this role, he supervised all economic analysis within the Division (including both merger and non-merger investigations), and directed the Division’s Economic Analysis Group. In this capacity, he contributed to the economic analysis of general policy issues, such as vertical restraints, including bundled loyalty discounts and vertical mergers. He also represented the United States in discussions on vertical foreclosure at the Organization for Economic Co-operation and Development.
During the last thirty-five years, Professor Sibley has carried out extensive research in the areas of Industrial Organization, Microeconomic Theory, and Regulation. His publications have appeared in a number of leading economic journals, including the Journal of Economic Theory, Review of Economic Studies, Rand Journal of Economics, American Economic Review, Econometrica, and the International Economic Review, among others. He is a co-author (with Steven J. Brown) of a leading textbook on monopoly pricing, The Theory of Public Utility Pricing (Cambridge University Press).
