  • Applying FAR, CAS, and 2 CFR 200 requirements: We regularly assist contractors to assess financial and cost accounting systems and practices for adequacy and compliance with FAR, 2 CFR, and CAS. We help companies comply with CAS, including with disclosure statement development and revision, and with preparation and successful resolution of cost impacts.
  • Grants, contracts, cooperative agreements, other transaction authorities (OTAs): We understand the nuances of various contracting forms. We help our clients adapt to the varying requirements across virtually every federal agency and international government funders.
  • Pricing proposals and incurred cost audits: BRG professionals prepare incurred cost and forward-pricing proposals and assist clients with audit inquiries and rebuttals of incurred cost audits.
  • Indirect rates, NICRA, rate restructuring: We are experts in the strategic analysis required when company growth or other factors necessitate a fresh look at existing cost structures. We lead complex rate restructuring projects; prepare forward pricing rates, indirect rates, and negotiated indirect cost rate agreements (NICRAs); and support our clients during audits where they must adhere to the compliance requirements of varying federal government agencies.
  • Incurred cost-submission preparation: We provide expertise to prepare incurred cost proposals and, conform to the compliance requirements. Preparing your final indirect cost rate proposal is complex and requires completion of the Defense Contract Audit Agency Incurred Cost Electronic (DCAA ICE) model. This model requires a large amount of detailed information, much of which is normally maintained outside of the accounting system. We can also interpret invoicing requirements and address government billing issues.
  • Contract closeout: BRG professionals can help the client in determining that all the terms of a contract and all administrative actions that need to be completed are done. This will include making sure all disputes are settled and final billing and payments are made.
  • Accounting and business systems validation: Companies face many challenges in the government contracting marketplace. Meeting the demands of an accounting system that is deemed “adequate” by the government is an ongoing struggle. Commercial companies face new and unique rules and regulations when it comes to accounting for costs under federal contracts and grants.

Contractors must maintain key business systems, including compliant accounting systems, earned value management, estimating, purchasing, material management, and property management systems. These systems require contractors to maintain internal controls that have been noted by the US Government Accountability Office( GAO) to “act as the first line of defense against fraud, waste and abuse of federal funding.” The Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) have increased focus on contractor business systems.

  • Business systems analysis: We assess and validate business systems through analysis, documentation, and enhancement of contractor practices. We review internal control activities, identify internal control design gaps, and implement corrective actions. We draft policies, procedures, templates, and other tools to improve current controls and implement new controls. We perform ongoing assessments or assist management with their audits and assessments to facilitate monitoring of business system effectiveness.
